Full text of Obama’s statement on decision for U.S. strikes on Syria


U.S. President Barack Obama on Saturday said he had decided the United States should strike Syrian government targets in response to a chemical weapons attack outside Damascus, but he would seek a congressional vote. The following is the full text of his remarks in the White House Rose Garden:

Our intelligence shows the Assad regime and its forces preparing to use chemical weapons, launching rockets in the highly populated suburbs of Damascus, and acknowledging that a chemical weapons attack took place. And all of this corroborates what the world can plainly see - hospitals overflowing with victims; terrible images of the dead. All told, well over 1,000 people were murdered. Several hundred of them were children - young girls and boys gassed to death by their own government

 But having made my decision as Commander-in-Chief based on what I am convinced is our national security interests, I’m also mindful that I’m the president of the world’s oldest constitutional democracy. I’ve long believed that our power is rooted not just in our military might, but in our example as a government of the people, by the people, and for the people. And that’s why I’ve made a second decision: I will seek authorization for the use of force from the American people’s representatives in Congress

Here’s my question for every member of Congress and every member of the global community: What message will we send if a dictator can gas hundreds of children to death in plain sight and pay no price? What’s the purpose of the international system that we’ve built if a prohibition on the use of chemical weapons that has been agreed to by the governments of 98 percent of the world’s people and approved overwhelmingly by the Congress of the United States is not enforced? 

Make no mistake - this has implications beyond chemical warfare. If we won’t enforce accountability in the face of this heinous act, what does it say about our resolve to stand up to others who flout fundamental international rules? German Lash Out Russia and China Vetos

Angel Merkel, the German chancellor, has hit out at Russia and China over their stance in the Syrian crisis, saying in an interview published on Saturday that their action weakened the United Nations. 
"It is very regrettable that Russia and China have refused for some time to come to a common position [with Western partners] on the Syrian conflict. This considerably weakens the role of the United Nations," she said in an interview with regional daily Augsburger Allgemeine
Russia and China have vetoed three resolutions that would increase pressure on Syrian President Bashar al-Assad since the start of the conflict in March 2011. 
The two countries are also against a current push by the three Western permanent members of the Security Council - the United States, Britain and France - for a resolution that would allow military action against Syria over a chemical weapons attack which the West blames on the regime and the regime blames on the rebels. 
In a separate interview to be published on Sunday in Welt am Sonntag weekly, Foreign Minister Guido Westerwelle urged Russia to reconsider its stance. 
"Those who look away despite the use of chemical weapons ... encourage their use. That is why we are calling on Russia to send a signal along with the international community," he said. 
Merkel reiterated that the use of chemical weapons in Syria had "broken a taboo" which "cannot remain without consequence"
International community should speak out  Russia and China vetos re: Syrian issue, the world  should not silence this unforgivable criminal Assad gases thousand of Syrian people. We assess that the Syrian regime has used chemical weapons over the last year primarily to gain the upper hand or break a stalemate in areas where it has struggled to seize and hold strategically valuable territory. In this regard, we continue to judge that the Syrian regime views chemical weapons as one of many tools in its arsenal, including air power and ballistic missiles, which they indiscriminately use against the opposition.

Syrian chemical weapons personnel were operating in the Damascus suburb of ‘Adra from Sunday, August 18 until early in the morning on Wednesday, August 21 near an area that the regime uses to mix chemical weapons, including sarin. On August 21, a Syrian regime element prepared for a chemical weapons attack in the Damascus area, including through the utilization of gas masks. Our intelligence sources in the Damascus area did not detect any indications in the days prior to the attack that opposition affiliates were planning to use chemical weapons. 
The Attack:
Multiple streams of intelligence indicate that the regime executed a rocket and artillery attack against the Damascus suburbs in the early hours of August 21. Satellite detections corroborate hat attacks from a regime-controlled area struck neighborhoods where the chemical attacks reportedly occurred – including Kafr Batna, Jawbar, ‘Ayn Tarma, Darayya, and Mu’addamiyah.This includes the detection of rocket launches from regime controlled territory early in the morning, approximately 90 minutes before the first report of a chemical attack appeared in social media. The lack of flight activity or missile launches also leads us to conclude that the regime used rockets in the attack.

Local social media reports of a chemical attack in the Damascus suburbs began at 2:30 a.m. local time on August 21. Within the next four hours there were thousands of social media reports on this attack from at least 12 different locations in the Damascus area. Multiple accounts described chemical-filled rockets impacting opposition-controlled areas. 
Three hospitals in the Damascus area received approximately 3,600 patients displaying symptoms consistent with nerve agent exposure in less than three hours on the morning of August 21, according to a highly credible international humanitarian organization. The reported symptoms, and the epidemiological pattern of events – characterized by the massive influx of patients in a short period of time, the origin of the patients, and the contamination of medical and first aid workers – were consistent with mass exposure to a nerve agent. We also received reports from international and Syrian medical personnel on the ground
So Assad see his stockpile of chemical weapon as ultimate asset for this conflict, wherever he is losing  he used them for fighting off the opposition for his gain. Russia knows it and telling him " ...don't be caught as long as you covering up..rest I stand up for you..."  it is well used well practiced here and there. Le Monde newspaper has published a report by their special correspondent Jean-Philippe Remy which indicates that chemical weapons have been used by President Bashar al-Assad's regime in a number of places across Syria.
The newspaper states: 
A chemical attack on the Jobar front, on the outskirts of the Syrian capital, doesn't look like anything much at first. It's not spectacular. Above all, it's not detectable. And that's the aim: by the time the rebel fighters of the Free Syrian Army who have penetrated furthest into Damascus understand that they've been exposed to chemical products by government forces, it's too late. No matter which type of gas is used, it has already produced its effects, only a few hundred meters from residential areas of the Syrian capital ...
No odor, no smoke, not even a whistle to indicate the release of a toxic gas. And then the symptoms appear. The men cough violently. Their eyes burn, their pupils shrink, their vision blurs. Soon they experience difficulty breathing, sometimes in the extreme; they begin to vomit or lose consciousness. The fighters worst affected need to be evacuated before they suffocate.

In Damascus, opposition forces have mounted a major offensive, entering many government-held areas and gaining new ground. Although the government has gone on the counter-offensive, opposition forces have been able to maintain their advance and prevented government forces from storming a number of critical areas in the city. Air War in Kosovo Seen as Precedent in Possible Response to Syria Chemical Attack


WASHINGTON — As President Obama weighs options for responding to a suspected chemical weapons attack in Syria, his national security aides are studying the NATO air war in Kosovo as a possible blueprint for acting without a mandate from the United Nations.

With Russia still likely to veto any military action in the Security Council, the president appears to be wrestling with whether to bypass the United Nations, although he warned that doing so would require a robust international coalition and legal justification.... 
Kosovo is an obvious precedent for Mr. Obama because, as in Syria, civilians were killed and Russia had longstanding ties to the government authorities accused of the abuses. In 1999, President Bill Clinton used the endorsement of NATO and the rationale of protecting a vulnerable population to justify 78 days of airstrikes....Mr. Hague did not speak of using force, as France has, if the government was found to have been behind the attack. But he said it was “not something that a humane or civilized world can ignore.” 
Such statements carry echoes of Kosovo, where the Yugoslav government of Slobodan Milosevic brutally cracked down on ethnic Albanians in 1998 and 1999, prompting the Clinton administration to decide to act militarily in concert with NATO allies. 
Mr. Clinton knew there was no prospect of securing a resolution from the Security Council authorizing the use of force. Russia was a longtime supporter of the Milosevic government and was certain to wield its vote in the Security Council to block action. 
“The argument in 1999 in the case of Kosovo was that there was a grave humanitarian emergency and the international community had the responsibility to act and, if necessary, to do so with force,” said Ivo H. Daalder, a former United States ambassador to NATO who is now the president of the Chicago Council on Global Affairs. 
In the case of Syria, Mr. Daalder said, the administration could argue that the use of chemical weapons had created a grave humanitarian emergency and that without a forceful response there would be a danger that the Assad government might use it on a large scale once again. Another basis for intervening in Syria, Mr. Daalder said, might be violation of the 1925 Geneva Protocol, which outlaws the use in war of poison gas. Dennis B. Ross, a former adviser to Mr. Obama on the Middle East, said that if the president wanted to develop a legal justification for acting, “there are lots of ways to do it outside the U.N. context.”

A chemical weapon is not only used out of desperation; it can also used rather bombastically, as in 1988 when used by Saddam Hussein against the Kurds in the northern Iraqi town of Halabja.

Assad's main concern is to be seen as a strongman, and if the road to victory goes through infamy, so be it.

In other words, the use of chemical weapons could result from missing the basic ingredients of political and human decency. Point being, the regime attempts to overwhelm the opposition use of retail violence - excuse the expression - through wholesale killings.

His regime diplomatically protected by Russia, could be sending the unequivocal message that nothing can protect its detractors from its wrath, and that the end justifies the means.

While such a step raises the stakes, it also maximises the regime's short-term military gains.

Arguably, it's also used as a way to send a message to Israel and the West that Syria has the means to retaliate against future bombardments.

(Reuters) - U.S. and allied intelligence agencies have made a preliminary assessment that chemical weapons were used by Syrian forces in an attack near Damascus this week, likely with high-level approval from the government of President Bashar al-Assad, according to American and European security sources.

The early intelligence finding could increase pressure for action by President Barack Obama, who made clear that he planned to tread cautiously even as his aides sought to narrow their differences in debate over possible military responses to the Syrian government.

But with a mounting international outcry over the apparent mass poisoning of hundreds of people, the issue appeared to have taken on a sense of urgency for the Obama administration.

In his first public comments since Wednesday's attack in the Damascus suburbs, Obama called the incident a "big event of grave concern" and one that demanded U.S. attention, but said he was in no rush to get war-weary Americans "mired" in another Middle East conflict.

Obama's wary response, which underscored a deep reluctance by Washington to intervene in Syria's 2-1/2-year-old civil war, came as senior U.S. officials weighed choices ranging from increased international sanctions to the use of force, including possible air strikes on Assad's forces, administration sources said.
The Syrian government denies being responsible and has in the past accused rebels of using chemical weapons, an allegation that Western officials have dismissed.

CROSSING THE 'RED LINE'

While the preliminary U.S. assessment was that Assad loyalists carried out Wednesday's attack with high-level authorization, one U.S. source closely monitoring events in the region said it was also possible that a local commander decided on his own to use gas to clear the way for a ground assault.

"What we've seen indicates that this is clearly a big event, of grave concern," Obama said in an interview on CNN's "New Day" program that aired on Friday, as anti-Assad rebels braved the front lines around Damascus to smuggle tissue samples to U.N. inspectors from victims of Wednesday's apparent mass poisoning

Experts said previously when Assad is cornered he would chemical weapons.  It has been testing here and there bit and bits, see what international community reaction, well they didn’t do anything so far so Assad thinking this is another testing it is bit bigger, and next time will be tens of thousand people would be killed. There is no doubt that Assad’s authorization for gassing 2000 people to kill, a local commend can not used chemical weapon just for pressures. CAIRO — The Egyptian police arrested the spiritual leader of the Muslim Brotherhood early on Tuesday, hours after a court had ordered the release of former President Hosni Mubarak.

The arrest of the Brotherhood’s spiritual leader, Mohamed Badie, appeared to represent a red line the police had never crossed during Mr. Mubarak’s own crackdowns on the group. 

Since the ouster of Mr. Morsi, the interim government has brought back not only prominent faces of the Mubarak era but signature elements of that autocratic state, including an “emergency law” removing the right to a trial and curbs on police abuse, the appointment of generals as governors across the provinces and moves to outlaw the Muslim Brotherhood again as a terrorist threat.


Egyptian --people who lost election --could not live without “emergency law”, they  prefer to be a slave instead of being a master! Well they  made bed they  have to sleep on it.  They proudly  chopped their hearts and mutilated their land for their  children, their children’s of  children…

Egypt Speaking to Al Jazeera recently, Robert Fisk, the Middle East correspondent for the British newspaper The Independent, said:
I don’t think banning parties really works. Any intelligence officer … will tell you that the first thing you don’t want to do if you are worried of some kind of opposition is to ban it. Now if the Egyptians do that however, it allows them to continue to provoke the opposition; we may certainly find there are mysterious act of terrorism in Cairo, explosions … and then of course a state of emergency can be continued in Egypt ... it all sounds rather bad to me .... If such a huge majority of Egyptians are against the Brotherhood what are they worried about? They obviously are not going to get many seats in parliament in another election are they? Or is it the fear that they might?"

A Muslim Brotherhood spokesperson, Mona al-Qazzaz, also spoke to Al Jazeera. He said: 
This is not a government, this is not a regime, this is a mafia .... They failed at every single democratic process, and they came on the back of the tanks as leaders .... This is an illegitimate mafia that has hijacked the power of Egypt .... They would have to pay the price of their crimes against humanity, they are the illegal people, we have won at every single democratic process and they have lost, and the only way for them to be back in the political arena is through the power of the bullets and tanks.”
 Sisi said that his military is a guardian of Egyptian people,.. in my view Sisi security force behind terrorism; burning destroy churches and terrorizing ordinary people so that blaming MB! Sisi puts himself above the people above the constitutions! Militery terrorizes people under all sort of reasons without any reasons, there is no law but only violent terrors that way they seize power! Egypt rolling backward another 50 years for sure! What a shame, if they tolerate Morsi and few years time they could voted him off and elect another and one and another one that way...  on the road of democracy...

Massacre! Military dictatorship! Sisi is a criminal! Egyptian people-- who lost election -- should know  what they have done their own country, they thought if they get rid off Morsi they can control but instead they give their sovereign right, their power  hand over  to  the criminal military nicely! After June 3, they disposed their own elected president they were entrilled for their own achievement but they didn't know the danger behind, and they didn't know what was coming!  Only one year old baby democracy, defenseless, hardly even start  crawling, but that baby was a masterpiece, that could have been a marvelous one--  but killed it off they cerebrated their own destruction! Well they have to learn their lesson hard hard way and immense costly way! The only way now, they have to deal with, both side united and  against military that is the only way, if they want to achieve democracy! They did it before why not again?

Military' Calculation Nothing to Gain Dialogue


Cairo: The ferocity of the attacks by security forces on Islamist protesters in Cairo this week appears to have been a deliberate calculation of the military-appointed government to provoke violence from the Muslim Brotherhood and its allies, a number of Arab and Western historians of Middle East politics said Friday.

The objective, they said in interviews, was to demonize the Islamists in the eyes of Egypt's broader populace, validate the July 3 ouster of the Islamist president and subvert any possibility that dialogue aimed at reintegrating the Muslim Brotherhood into Egypt's mainstream politics would succeed. 

Many said the sequence of events since the forced removal of Mohammed Morsi, Egypt's first freely elected president, suggested that the Egyptian military had concluded beforehand that there was little or nothing to gain from negotiations with the Brotherhood, that they would rather deal with it as an insurgent group that presented a security threat and not as a popular movement. 

Partly for that reason, Roberts said, it was by no means clear that the Brotherhood would be crippled in the new period of uncertainty now confronting Egypt. Likewise, he said, Egypt's armed forces do not necessarily have the upper hand in the struggle despite their overwhelming advantage in weapons. 

Egypt military and its puppets unveiled its evil criminal face to the world! They called themselves a savior, but they are the traitors of the people. Greedy of power hungry, eating up their own flesh voraciously they will be chocked soon! Egyptian people they should know they are facing on uncertain turbulent years ahead  if they want getting into their revolution right track they should deal with Muslim Brotherhood and  should challenge the military.

There are church attack-- these attacks MB nothing to gain, can be done by anyone, people civilian cloths attacking shooting people behind Morsi supporters,  soldiers are hugging babies ads all are military try to portray positive  image on public.

Update: If Egyptian people they want fast track to reach to where they want to go without bloody civil war, both side ( Morsi side and the Opposition who lost election to Moris, or Islamist and secular)  should come to together, strike deals and against the military.
