5) Assad playing game by..." this chemicals are  too dangerous move this, touch this ... and that... inspector can not get in because security reason... this and that .... etc.... take another years years... he would be still there...that is what Russia wants
6) Extremists take over a biggest part of Syria--- etc

Russian President Vladimir Putin has said Syrian chemical weapons handover plan will only work if United States rejects the use of force, Reuters reports.
"It all makes sense and can work if the US side and all those who support it renounce the use of force," he said according to Russian television.
this comes after news out of Washington DC that Obama would continue to press Congress to approve military intervention in Syria. The US has also said they will consider the Russian initiative but that the pressure of an intervention is essential to bring the Syrian regime to the negotiating table.

grounds for American aggression," the report said.

Activists claim that Syrian fighter jets have dropped bombs near Tabqa Dam in the rebel-controlled northeastern Raqqa province. The dam, on the Euphrates River, is the largest in the country and one of the most important sources of electricity.

“One of shells hit the fence of the dam, only 15 metres away from the floodgates,” an activist in Raqqa said in a video while filmed touring the area. “Had gates been hit, all of the surrounding villages would have been flooded.”

The opposition Syrian National Coalition says the attack on the dam was a “dangerous precedent” that “poses a significant threat to millions of Syrians across the country, and in particular those residing in the eastern provinces”.

The Tabqa Dam, which was captured by rebels last February, provides electricity to areas that are both in rebel and loyalist hands.

It was built more than 40 years ago with Russian help.

"The Speaker has declined the Russian embassy's request that he meet with a delegation," Michael Steel, Boehner's spokesman, told AFP.

(Reuters) - A resolution authorizing the use of military force in Syria will likely pass the U.S. Senate but not without specific changes, the head of the Senate Foreign Relations Committee said on Tuesday, ahead of a hearing to consider U.S. plans. 

"I believe that we will get there," the committee's chairman, Democratic Senator Robert Menendez, said when asked if the Senate had the 60 votes needed to pass the resolution.
But, he added, "I think our resolution that we will ultimately see will be far more tailored than what the administration sent us."

"At the end of the day, (it) will strike the balance between the need to act and act in a way that meets our goals and not create an open-ended, boots-on-the-ground long-term proposition," he told CNBC in the interview. ...

 Republican Senator John McCain, who attended a White House meeting on Syria on Monday, said Obama "would seriously consider" providing weapons to opponents fighting Syrian President Bashar al-Assad. 

"We discussed ... increasing the capabilities and that means providing not only weapons, but the kind of weapons they need, which are anti-armor and anti-air. AK-47s don't do very well against tanks," McCain, a member of the committee, told CNN's "New Day." 

Both McCain and Menendez said that although any action would be aimed at degrading Assad's capabilities to deliver chemical weapons it could also undermine the Syrian government itself and shift momentum in favor of the rebels. ...Read more

President Obama although has his executive power to  strike Assad, but he asks US Congress  for approval, the subtly is that, the Congress impossible position, as Mr Kerry pointed out that(no so subtly), if they don;t approval and then Mr Obama would carried that attack, this would be seen as the Congress lesser, but if the Congress' OK that mean the Congress put them above the executive power!  Who is more powerful? That is question! In my view President Obama is manipulating for: 1) Protecting his positions -- sharing blames if things goes wrong,  2) Set a precedent, so in the  future no President of Unite States goes to war without check and balance!

"Bashar al-Assad and certain influential members of his clan are the only ones permitted to give the order for the use of chemical weapons. The order is then transmitted to those responsible at the competent branches of the CERS. At the same time, the army chiefs of staff receive the order and decide on targets, the weapons and the toxic agents to put in them."

The German intelligence agency BND has enough evidence to conclude ....Assad ordered the suspected chemical attack in Syria, Germany’s Der Spiegel reports, quoting the results of a secret security briefing. The magazine says BND analysis is consistent with the findings presented by the United States .

Eternal Shame

Here's something that's been bubbling away for a couple of days. 

Hashemi Rafsanjani, the former Iranian president, was quoted by official Iranian channels yesterday as saying "a government that uses chemical bombs against its people will face hard consequences, just like Saddam, who earned eternal shame in the bombing of Halabja and suffered such a horrible fate."

The Iranian FARS news agency reported, but later amended the comments, shifting the comments away from blame.

However, reports by the Iran Pulse blog state that he made similar comments today, and a youtube videohas been uploaded of the audio. Sadly I don't have a word of farsi but the Pulse blog deconstructs it.

I probably don't need to mention that Iran is Syria's closest ally. Hassan Hassan, a very respected Middle East journalist, tweets it is "huge", although others wonder if Rafsanjani has much pull these days among the ayatollahs.

He also told NBC that the Obama administration has already made a decision to take military action on Syria.

Kerry said: 

The president then made the decision that he thought we would be stronger and the United States would act with greater moral authority and greater strength if we acted in a united way. He didn’t think it was worthwhile acting and having the Syrians and a whole bunch of other folks looking at the United States arguing about whether or not it was legitimate or should he have done it or should he have moved faster. He believes we need to move. He’s made his decision. Now it’s up to the Congress of the United States to join him in affirming the international norm with respect to enforcement against the use of chemical weapons.

He also said:

We are saying that the high confidence that the intelligence community has expressed and the case that I laid out the other day is growing stronger by the day. We know where this attack came from. We know exactly where it went. We know what happened exactly afterwards. We know that preparations were being taken before for this attack. We know that people were told to use their gas masks to prepare for the use of a chemical barrage. We also know that after it took place, they acknowledged that they had done it and were worried about the consequences and whether the UN inspectors were going to find out.

Kerry said:

         the president has the authority to act, but the Congress is going to do what’s right            here.

President  Obama ask to the US Congresses to approve for the military action against criminal Assad  is a graceful respectable gesture, more than politics I think,  so in return the world most powerful Congresses's responds will be utterly fearless of and unaffected by the drumming vagaries of the feeble moral bigots. Gassed thousands of people, you can see how they died how they gasping breath...they died like animals.... no one has right to gases people... why the criminal has right to gases Syrian people? What right he has gases Syrian people?  

U.S. Says Sarin Gas Syria Attack

(Reuters) - Secretary of State John Kerry said on Sunday tests showed that sarin nerve gas was used in a deadly August 21 chemical attack near Damascus as he sought to build the case to convince skeptical lawmakers to authorize a military strike against the Syrian government.

Meir Javendanfar, an Israeli Middle East analyst:  

"I think the chances of a Syrian retaliation against Israel is relatively low. I think ... al-Assad will try to contain the fight because if he takes on Israel as well, it will become engulfed in two fronts, one at home and one from Israel and it's bad enough that the Americans will be attacking."

Gilbert Achcar, a professor of international relations at the School of Oriental and African Studies, University of London:  

"It all depends on what is targeted... The question is how limited it is. If we are speaking of just symbolic gestures, the consequences will be very very limited... But if for instance there’s targeting of the Syrian air force capability, this will have a significant impact on the balance of forces within Syria itself." 

Pavel Felgenhauer, a Russian defence analyst:  

"The rhetoric in Moscow has been stepped up. Today the Russian foreign ministry named the possible American strike on Syria 'blatant aggression' and Russian president told journalists .... and Russia says it's totally opposed, ... it was a provocation, that the Assad regime did not use chemical weapons .... Russia wants to keep the Assad regime."
