On the scene during chemical weapons attacks, they bear witness to the use of toxic arms by the government of Bashar al-Assad.
France is consulting its partners over how to respond to increasing evidence of chemical weapons use in Syria, Foreign Minister Laurent Fabius says.
"There is increasingly strong evidence of localised use of chemical weapons," Fabius told reporters at a meeting of European Union foreign ministers. "That must all be verified, we
are doing that with other partners."

EU et al Must ARM The Syrain Rebel
An ideal situation, you never have to worry of risk of your weapons end up bad guys but only good guys. But every decision has a risk there is no such free risk decision. Currently the situation like Syria not arming the Rebel is greater risk of the conflict to stalemate as:
i) Without sufficient firepower to the Rebel, the Rebel can not defeat the criminal regime easily. ii) Where Russia and Iran arming criminal Assad and Hezbollah supply him men, then Assad thinks he can defeat the rebel so he refuse to any peace talk or to settle anything but fight. iii) The stalemate increases a greater humanitarian disaster. iv) The Rebel will not give up, they will fight with their last man until they defeat criminal Assad that case this war can be a hundred years war. v) So the balance of power should/must shift to, least equal to or greater to the Rebel, so both the Rebel and Assad have incentive to talk each other. v i) The incentive can be to the Rebel is removing Assad power, for Assad incentive he/his cronies safe passage to out...etc.

بيان ثوري : ردّاً على الاتّفاق الروسي-الأمريكي الأخير الذي تمّ بلقاء كلّ من لافروف و كيري , و القاضي بإحياء و تنفيذ بيان جنيف الصادر يوم 30 يونيو 2012 و الذي يدعو إلى حلّ سياسي للقضيّة السورية و الذي ينصّ أحد بنوده على عقد مؤتمر للتفاوض بين النظام السوري متمثّلاً بالحكومة السورية و بين المعارضة . نعلن نحن الموقّعون أدناه أنّنا نرفض رفضا قاطعا أي حل للثورة السورية لا يتضمن الثوابت التالية التي نادينا بها منذ بداية ثورتنا : 1) رحيل بشار الأسد و "كافة أركان حكمه" 2) اسقاط النظام كاملا بكل هيئاته و مؤسساته و نؤكد بالأخص على حلّ "جميع" الأجهزة الأمنيّة و العسكرية و التي عاثت فساداً و إجراماً و تنكيلاً بالشعب السوري . 3) المحاكمة العادلة "لكّل من قتل أو شارك" من ازلام النظام وجنوده بقتل الشعب السوري. 4) لا يمكن قبول أي مشاركة لأزلام النظام مهما كانت الأسباب بأي منصب في النظام القادم . و نذكر أننا لم ولن نقبل بمقررات اتفاق جنيف ,
و نقرّ بأنّ أي تفريط من معارض ما أو جهة ثوريّة , أو تنازل أو تهاون بإحدى هذه الشروط , هو خيانة لدماء الشهداء و للثورة و الوطن , و ستنضم هذه الجهة إلى قائمة الخيانة و الإجرام كما انضمت هيئات سابقة كانت تعتبر نفسها معارضة .

In response to the Russian-American agreement last met both Lavrov and Kerry, and to revive and implement the Geneva statement issued on June 30, 2012, which calls for a political solution to the issue of Syria and one of the items on a Conference for negotiation between the Syrian regime represented by the Syrian Government and the opposition.
We, the undersigned, declare that we categorically reject any solution of the Syrian revolution contains the following constants that we have advocated since the beginning of the revolution:
1) departure of Bashar Al-Assad and "all corners of wisdom"
2) full projection regime with all its bodies and institutions and emphasize, in particular, to solve "all" security and military organs that wreaked havoc and criminal victimization and the Syrian people.
3) fair trial "to kill or participated" in the regime and his henchmen to kill people.
4) cannot be accepted for whatever reason order henchmen to any position in the new government.
And remember that we have not and will not accept the decisions of the Geneva agreement,
And recognize that any loss of exhibits or a revolutionary, or waiver or compromise in one of these conditions, it is a betrayal of the blood of the martyrs and of the revolution and the nation, and will join the list of betrayal and crime joined the earlier bodies considers itself.
