The US and UK say there is growing evidence of chemical warfare being waged in Syria. But US President Barack Obama says that he will wait for the results of a UN investigation before he takes any action.
However, Al Jazeera's Diplomatic Editor James Bays, reporting from the UN, says that disagreements within the organisation may yet impede international intervention efforts.
