THE UN CHAPTER VII


CHAPTER VII: ACTION WITH RESPECT TO THREATS TO THE PEACE, BREACHES OF THE PEACE, AND ACTS OF AGGRESSION







Article 41
The Security Council may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the Members of the United Nations to apply such measures. These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio, and other means of communication, and the severance of diplomatic relations.

Article 42
Should the Security Council consider that measures provided for in Article 41 would be inadequate or have proved to be inadequate, it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Dear Higher Commissioner for Human Rights,
As I write these lines, hundreds of Syrian civilians come under ruthless shelling from Assad forces in the town of Houla, Rural Homs, Syria. The shelling has harvested more than 70 lives and incurred 300 injuries so far. Casualties are mainly women and children who have come under indiscriminate fire.
As a citizen of the world, I demand that the United Nations observers move into the town immediately to stop the massacre. I demand that Syrian civilians and children receive the protection they are entitled to by right. Such atrocities, taking place on a daily basis for over a year now, cannot be tolerated any more. Should the UN Human Rights Council fail once again to act immediately, it would have failed its constituency and failed to fulfill its raison d’être.
You are kindly requested to act with expedition to stop the brutal massacres committed by the Assad regime against its own people.

Sat, 26 May 2012, 05:02 GMT+3 - SyriaSyria's main opposition bloc has urged the UN Security Council to convene an emergency meeting to examine what it called an army massacre in Houla, where it said 110 people were killed.
"More than 110 people were killed (half of whom are children) by the Syrian regime's forces", the Syrian National Council said in a statement.
"Some of the victims were hit by heavy artillery while others, entire families, were massacred," said the statement by Bassma Kodmani, the council's head of foreign relations.
The toll of 110 victims was double that given by the London-based Syrian Observatory for Human Rights.
The Syrian National Council in its statement urged the UN Security Council "to call for an emergency meeting to examine the situation... and to determine the responsibility of the United Nations in face of such mass killings, expulsions and forced migration from entire neighbourhoods."

Is the world let the criminal continuously massacre innocence people? somewhere UN chief saying that “ asking countries both side should not be armed…” common, the Opposition fold their hand let the criminal killing them?   300 hundreds hopeless UN observers turn into nothing more than  criminal’s helpers, their are mission turn out to be “ protecting” the criminal, green light to criminal killing more innocence civilian. It appears that Annan sake of his mission he is not admitting his failed job, while every single day innocence people massacred, small towns countryside villages, and big cities more arrested people. How long this killing continues?  Until this futile mission end, how many more gallon of peoples' blood Annan’ want? Another things  observes gave away lots information intentionally or unintentionally - which FSA or Activists Activities- they can only access unless not, there are  have been more causalities. The UN useless and the UNSC utterly failed its function; it is only turn into their political sparing match. While Russia “ enjoy” selling $billions worth of arms to criminal, let Annan mission protecting his killing, what else criminal worry about?   We, rest of the world let the five permanent members determined the world security peace under their own interest! 



We are looking up US allies always when thins happen. Least they can stop this mascara if they want! Syria oil reserves are not matched its neighboring courtiers but Syria has a huge potential its people, because one of highest literacy in Middle East, most of the demonstrators are not religious,  their aspirating outside world, they are young and educated they will not back down unless the criminal is removed. UN Security Council 'Unfit for Purpose'


"Our concern is that the U.N. Security Council is charged with protecting international peace and security and yet in a case like Syria, where civilians are clearly being targeted, they basically chose not to act and when they did finally act, it was quite weak," Brown said.

China, France, Russia, the United Kingdom and the United States are permanent members of the Security Council.

Brown says these countries are also major arms exporters, a situation that can create a conflict of financial interest.

"Of the top six arms dealers in the world, five of those top six are permanent members of the Security Council.  And there is a certain irony in the fact that the governments charged with international peace and security in fact are major arms dealers," Brown said.

Russia harvesting $billions worth of innocence Syrian people blood by selling weapons to the criminal Assad, and veto against Syrian people. Russia said that they are doing legally. Well yes that is perhaps but clearly they failed to be there as a leader. So boot them out from the UNSC.  There is clearly something has to be done.  Time has changed so the UNSC should be change as they unable to carry out the Charter. 


 Also the UN observers found that “Both sides in Syria abuse human rights - U.N. report” the very dangerous thing, try to put the Opposition equal bargaining power so it has a position. The  world should know they are not equal firepower how they can put the Opposition as equal “ Both parties..” one side comes with tanks and heavy ammunition shelling  other side very lightly armed for self defense or defense their own people. So do not put them as “ Both parties..” have same bargaining position.

Who Is Behind The Terrors



Prior to G8  and NATO summits, last few months car bombs below off few area, the world  media fanatic about  Al Qaeda attacked Syria. Instantly deliberated leaked information by the criminal Assad side  that were lead to believed that Al Qaeda militias worked with the Opposition, and but they were denied the bomb and blame criminal Assad. The below  is another analysis that criminal Assad has been doing all the nasty things that intent to blames the Opposition. 



It is widely known that Syria is a secretive country where journalists cannot operate freely and where independent investigations are as common as pay rises to Greek public sector employees. Forensic evidence after the blasts is quickly washed away by fire engines and, needless to say, information publicised by the Syrian State is biased if not laughable.
Clue number 1. Every time the pro-Assad forces raid a town, village, school, house or mosque they tend to leave some very clear messages behind. An infamous and rather disturbing one is “Either Assad or we burn the country down”. I would happily dismiss it had it appeared once or twice but ask the residents of Homs, Idlib, Duma and you will be told that, worryingly, this is a slogan that is echoed widely within regime supporters. Could it therefore be that these blasts are a step-by-step implementation of that rhetoric?

Clue number 2. The highest religious figure in Syria is the Grand Mufti Bader-Al-Deen Hasoon. He is directly appointed by the President and he holds this position for life. Needless to say that the President cannot take risks by appointing this position based on merit. Instead Grand Mufti Hasoon is widely considered to be the dictionary definition of hypocrite and acts as a mouthpiece for the Assad establishment. This regime representative made a speech during a sermon in October 2011 in which he made a very direct statement. He publicly announced that should the country be threatened or attacked, the regime had the capacity to mobilise jihadi suicide bombers everywhere. Somehow we ignore this public threat coming directly by a representative of Assad and instead we try searching for the needle in the haystack.

Clue number 3. If the regime’s own statements are not enough evidence then let’s look at sources outside the borders. The International Community openly pointed the finger at the Assad regime and its henchmen during the Lebanon bombings in which Rafiq Al Hariri, the anti-Syrian Prime Minister, was assassinated. The method? A suicide bomb blast on his motorcade. An international investigation found strong evidence that members of Assad’s long-time partner and beneficiary Hezbollah were behind the assassination. The period between 2004 and 2008 was riddled with bombings and assassinations aimed at strong critics and enemies of the Assad regime in Lebanon, proving vividly that this regime is perfectly capable of orchestrating such acts

Clue number 4. It is not just in Lebanon that the Assad regime has a history of terrorism. In 2009 the Obama administration and the government of Nouri Al-Malki in Iraq repeatedly pointed the finger on Assad and accused him of organising jihadi groups on Syrian soil and exporting them into Iraq in order to carry out terrorist attacks and cause continuous sectarian tension and strife.

The last couple of clues demonstrate that the Assad regime has a history of sponsoring and mobilising jihadi terrorists for its advantage in the region – something which analysts suffering from memory loss seem to not be able to recall. The difference now is that it is using them within the Syrian borders.

So many evidence suggested  that, kidnapping Lebanese also carried out by Assad criminal as try to evoke religions hatreds, and drags Lebanese into this conflict so that, if  the world is blinded  by this distortion, name sake of  security of the regions  let the criminal stay power. What would cost of  the world then?  This is popular upraising also educated young population, they have feed by world of open information, will not back down until the criminal is removed. So  scaling of the problem whether cost(better for the regional/ world security) of let the criminal stay  or remove him!

Syria Today

SUMMARY (22/05/2012): At least 16 martyrs have fallen today. There is a renewed assault on areas around the city of Ma'ret al-Nu'man in Idlib province, using armoured vehicles and helicopters. Yet again Assad's forces opened fire on crowds gathered around the UN observers, this time in Busayrah, Deir Ezzor province. Meanwhile, in a move that seems designed to further increase tensions in Lebanon, a group of Lebanese Shia pilgrims has been kidnapped in Aleppo province. The FSA has been accused but denies any involvement. See the map for more info.

Summary (20/05/2012): At least 63 martrys have fallen today, most of them in the massacre in Suran town in Hama province. What exactly happened in Damascus last night is still not clear. The FSA attacked checkpoints in different areas of the capital at the same time. Immediately after that Assad's forces started shelling Duma where many casualties have fallen. The Cost of Delaying...


The late Libyan leader Muammar Qaddafi described the rebels as Al-Qaeda terrorists and tried to exploit his contacts with Western intelligence agencies to promote his image as a leader in a war on terrorism. Yemeni President Ali Abdullah Saleh, while combating the rebellion repositioned his troops to make way for Al-Qaeda-affiliated extremists to control cities and provinces in his country to continue his control over the country. Yemeni troops are now locked in bloody confrontations to uproot the extremists from their recently-established strongholds. Now, Syrian leader Bashar Assad seems to be doing the same. Car bombs have hit buildings housing offices of security agencies in Damascus and Aleppo claiming the lives of many people. Damascus was quick to accuse Al-Qaeda, and few days later a previously unheard of group calling itself the An-Nussra Front and alleging to be affiliated with Al-Qaeda, posted a claim on the website saying it was behind the bombings. A day later the same group disassociated itself from the bombings.

The Syrian regime efforts to associate the opposition with Al-Qaeda are getting indirect support from the West with statements made every now and then by officials speaking about “a presence of Al-Qaeda in Syria,” but without knowing what they are doing exactly. It is strange that Al-Qaeda, known to have the United States and the West as its arch enemy, chooses to take on the Syrian regime that is known for its animosity to the West. Since the US invasion of Iraq in 2003, Syria was widely known by the intelligence community in the West and by the Iraqi government to be a main passageway to Islamic militants in route to carry out attacks and suicide bombings against U.S. troops and their allies in Iraq. Also, a year after the Syrian troops were forced out of Lebanon by the Cedar Revolution in 2005, a group calling itself Fateh Al-Islam suddenly appeared in northern Lebanon at Nahr Al-Bared Palestinian refugee camp. The group’s leader, Shaker Al-Absi, had just been released from a Syrian jail, and most of the group’s members came via Syria. Although the group claimed to be affiliated with Al-Qaeda, nevertheless, Al-Qaeda never adopted it. This was then a simple message to the international community that with Syria out, Lebanon has become vulnerable to extremist forces. With a similar scenario now in its own country, the regime is playing the same game: Me or Al-Qaeda?
The cost of delaying the intervention seems to be by far outweighing the cost of a near swift intervention, whether via a United Nations Security Council Resolution or via an international coalition that will include Arab forces. Waiting two more months until the end of the mandate of the UN monitors whose presence in Syrian cities for over a month has not deterred the regime from its daily killings is just prolonging the suffering of the Syrian people and giving the regime more time. Efforts to get the regime to adhere to Kofi Annan’s peace plan have proven futile. The international community has always adopted a policy of no negotiations with those who support terrorists to avoid being blackmailed by those forces who support violent extremists. It is time to do the same with the Syrian regime.

The Syrian government has reportedly sentenced a citizen journalist to death after he gave a series of interviews to Al-Jazeera. 

Mohammed Abdelmawla al-Hariri was found guilty of "high treason and contacts with foreign parties". 

He was arrested in April soon after speaking to Al Jazeera about the situation in Deraa. 
Reporters Without Borders says it is shocked to learn of the sentence and that the verdict is unacceptable.

I think Syrian Opposition should send letters to the UN Chief, arguing the criminal regime letters are all untrue.  Distorting the popular uprising.  What the criminal saying is that everyone who against is “armed terrorist”. This has to sort out again again.  the young generation has not aspiration al-Qaeda. Everyone religions have element of violent under their ideologies. Every human being natural instinctive to fight when their safety is threaten.   So if some of people outside of the Syria help the Opposition to defense themselves that is a perfect justification for current Syria.   Also send a letter to the NATO summit too.  

 If the world let Assad criminal cling on his feeble power there is no peace. Be realistic there is real danger all the region.  This is popular uprising, due to course after so many decade of dictatorship it is inevitabilities after all of this, Syrian people back down? No, so they continue prepare to fight, all these last 15 months atrocity, still the Syrian people are  protesting stronger than ever, yes even more.  If the world is blinded their aspiration,  that may be a  real possible chance the Opposition may alliance with al-Qaeda because! What eles they can do; FSA is not armed properly still criminal is attacking  innocence people with heavy artillery and chemical weapons... The world you must help them to achieve their aspiration.

 I think also whoever  that information  to the UN Chief they should carefully assess clearly thoroughly he can not just go out saying al-Qaeda. If that is come from the UN observers to Annan to him that is very dangerous to trust. The observes on the ground they may heavily influence or induced by criminal thugs.  So the UN Chief should have access balance sources of information.

Syria: The Washington Institute (an influential US thinktank widely regarded as pro-Israel) has joined those expressing scepticism about the role of jihadists in Syria.

It suggests that "someone may be trying to scapegoat the jihadis" for the May 9 bombings in Damascus, adding: "The Assad regime is the obvious suspect, but no evidence as yet supports their culpability." It continues:

Contrary to accounts in many media outlets that Syria's secular state is naturally at odds with Sunni extremist groups, Bashar al-Assad has actually built long-lasting, though indirect, relationships with such groups over the last decade ...

Thus far, terrorist attacks have accounted for only a minuscule portion of the tactics used in the rebellion, although the May 9 attacks would indicate that terrorist attacks in Syria are on the rise in terms of number and scale.

Yet the inconsistencies and discrepancies of the May 12 video [claiming responsibility on YouTube for the Damascus bombings] raises the real possibility that the Assad regime could be manipulating the attack to its domestic and international advantage.
Claims of responsibility for future attacks should be evaluated in light of where a video or claim is released (jihadi forums or YouTube), who produces it, and the consistency of the facts it contains.

Syria: Today's protests in Aleppo were the largest the city has seen so far, according to activists.
Up to now, Aleppo has generally been loyal to the Assad regime though anti-regime sentiment increased following a raid on student dormitories last month which left four dead, the Associated Press reports.

The May 3 raid at Aleppo University was an unusually violent incident for the northern city, a major economic hub, where business ties and the presence of significant populations of sectarian minorities have kept residents largely on the side of the regime or at least unwilling to join the opposition.

On Thursday, some 15,000 students demonstrated outside the gates of Aleppo University in the presence of UN observers, before security forces broke up the protest.

Even bigger numbers took to the streets Friday. Aleppo-based activist Mohammad Saeed said it was the largest demonstration there since the start of the uprising. He said more than 10,000 people protested in the Salaheddine and al-Shaar districts alone and thousands protested in other areas of the city.

"The number of protesters is increasing every day and today saw the biggest protests," said Saeed, adding that several people were wounded when government forces tear gas and live ammunition to try and disperse the rally.

The head of the British-based Syrian Observatory for Human Rights, Rami Abdul-Rahman, said the protest showed "it's a real uprising happening in Aleppo these days".
Thousands of people across the country also staged anti-government rallies in solidarity with Aleppo.

The world should support them and the world should be their side, standing firmly! Why? Because without criminal Assad this uprising never has happen! Al Jazeera's Hashem Ahelbarra, reporting from the Turkish city of Antakya, along the border with Syria, said that opposition groups say the government has orchestrated the blasts as a ploy to make the country's protest movement appear violent.  

A human rights activist group and activists on the ground have been brushing aside accusations of the government, saying these are similar tactics that had been used before by the government in different parts of the country to discredit the pro-democracy movement as radical and terrorist."

"In some areas [of Lebanon] ... warehouses have been set up for weapons and ammunition that is arriving to Lebanon illegally, either by sea, or sometimes through using the planes of specific countries to transport weapons to Lebanon and then smuggle them to Syria, under the excuse that they [aircraft] are carrying humanitarian aid for Syrian refugees," Ja'afari said.

Comment: sending a letter to the UN Chief, try to influence G8 summit; by saying full of al-Qaeda,…   the UN Chief has to very careful we are the world watching how this unfolds.

 Comment: I could not understand why they complaint the UN but now I know because of the influencing the G8 summit.

In my view clearly the criminal has been working on how to influencing the G8 summit, Obama his election on November, scare tacit, indirectly the criminal cry to convey to G8 that ”full of al-Qaeda among the revolutionary, I must stay”  try to influence the G8 summit decision making. But the G8 leaders should know that, “criminal Assad no future for the Syria!” Why? How could you 22 million have to accept so called leader systematically carried massive atrocity? Syria is not backward country, 80% literacy: and median age 22 years young vibrant cosmopolitan country. The young people will not back down, until the criminal is removed. This conflict drag on there no one benefit from this conflict that is including currently who supporting the criminal.  Cost effective when criminal is removed than keep him alive. Just one criminal that is all.

Assad's enemies did gradually take up arms, but the majority were defectors or those who joined the Free Syrian Army as a self-defence force.
Assad needs terrorist enemies allegedly supported by foreign powers like Saudi Arabia, Qatar, Israel and Turkey because they suit the sense of legitimacy and secular Arab nationalism he wishes to project – and help justify state repression.

"This fits neatly with the regime's attempt to ensure the loyalty of urban Sunnis and minorities fearful of Islamist rule by portraying all opposition as radical, violent and foreign-inspired," commented Emile Hokayem of the International Institute for Strategic Studies.

...On the campus squares yesterday, clean-shaven young men stood shoulder to shoulder with (often unveiled) women, carrying not the black flags of Islam but the green, white, red and black of Free Syria. Nor were they chanting “No God but Allah,” but “Hafez al-Assad – dog of the Arab world” and “The people want to arm the Free Syrian Army.” 
In honor of their courage – the students were tear-gassed, beaten and reportedly even fired upon by regime forces – today’s protests across the country will take place under the banner of the “Heroes of Aleppo University.”
