GENEVA — United Nations investigators,
reporting a dramatic escalation in indiscriminate attacks by government forces
against civilians, said on Tuesday they have collected “a formidable and
extraordinary body of evidence” against those responsible.

government and anti-government forces had committed war crimes and crimes
